Just a counterpoint on the ability for juniors to achieve ACF ratings. Many in NSW use the club structures. Norths for example (where I am involved) has a significant contingent of juniors who are very welcome at the club. Our club championship format contains a section for lower rated and unrated players at a slightly faster time control to avoid really late nights and is both ACF and FIDE rated. Many juniors have obtained their ratings and significant tournament experience there.
